Construction, Fences and Permits FAQs

New Fence? New Deck? New Addition/Porch?

 

If you are planning to erect or replace a fence or deck, adding an addition or porch, garage or are replacing a porch with an enclosed addition, the University Park Indenture requires written approval by the Trustees AND University City requires a building permit. Without the Trustees approval, the City will kick it back to you for that approval.

Our indenture states that all additions and garages must:

  • Be faced all the way around with the same material.

  • Have exterior walls of brick, stone, concrete, or cement on hollow block or metal lath. 

  • Garages and outbuildings must match the main house’s style and materials.

It is the practice in University Park to make sure that the neighbors on either side and across are consulted and that a conversation about the design and timing of the construction takes place. It also affords the neighbors a heads-up to construction noise and obstructions. This way, if compromises are necessary, they can be made before the building begins and conflicts and unhappiness afterwards can be avoided. 
Any dumpsters, temporary storage (POD) units or unhitched utility trailers MUST be approved by the Trustees prior to placement. Any temporary toilets must not be visible from the street. Please see the “Dumpster, toilet and POD Request” form on the website.

 

University Park Fence/Building Construction Approval Checklist:

 

1. Download  the Construction Request, Fence Request, or Dumpster/POD/Portable Toilet Request forms and complete.

 

2. Gather together all design plans and specifications as required by U. City at: https://www.ucitymo.org/354/Planning-Zoning

 

3. Have a conversation with your adjacent neighbors and neighbors. Show them all the University Park application forms plus all plan drawings as they are submitted to U. City and walk through the construction timelines and logistics. Talk through all concerns and questions. 

 

4. Get all University City and University Park Subdivision permit documents together as you would submit them to U. City, in addition to the University Park Application forms.  Please note that U. City requires that all fence applications include a boundary survey showing the exact placement of the fence.

 

5. Make a copy of all originals. Submit both the originals and the set of copies to the University Park Trustees.

 

6. When approved, the Trustees will return the originals with the Trustees’ approval signatures on the site plan page.
